मोदी का राष्ट्र को संबोधन" कुछ प्रश्न

टेलीविजन पर प्रधान मंत्री के संबोधन के बाद और उन्होंने रविवार को जनता कर्फ्यू का विचार रखा और शाम को ताली बजाते हुए धन्यवाद का। कई लोग कह रहे हैं कि यह शानदार है, हमें उनके प्रयासों के लिए पीएम का समर्थन करना चाहिए। मुझे लगता है कि उनकी प्रतिभा से मेल खाते लोग ही इसे शानदार कहेंगे। पीएम कभी भी सोशल मीडिया प्रचार मोड से बाहर नहीं आए हैं और यह सुझाव इससे ज्यादा कुछ नहीं है। जिनके लिए समाज के लिए गतिविधि का क्षेत्र सोशल मीडिया तक सीमित है, उन्हें ही यह बहुत अच्छा लग सकता है।

मुझे लगता है कि देश के लोगों को और अधिक उम्मीद थी। हमें कुछ ठोस कदमों की उम्मीद थी, COVID 19 खतरे और उपचार का मुकाबला करने के लिए भारत सरकार की योजना और रोड मैप की कुछ घोषणा होगी। लेकिन हमें जो मिला वह खाली बयानबाज़ी था। मीडिया द्वारा बनाई गई दहशत को कम करने के लिए कदमों की घोषणा की जा सकती थी।

रोकथाम को सस्ता और सुलभ बनाने के कदमों की घोषणा की जा सकती थी जैसे

• सैनेटाइज़र बीस रुपये में एक लीटर हो सकता है, निजी कंपनियां और खुदरा विक्रेता लोगों को लूट रहे हैं। 
• स्टेशनों जैसे सार्वजनिक स्थानों पर मुफ्त मास्क, या बहुत सस्ते मास्क उपलब्ध कराये  जायें।
• परीक्षण और रोगी को अलग रखने  के लिए देश भर में अधिक केंद्र हो। कम से कम इसके लिए प्रति जिला एक अस्पताल होने की दिशा में कदमों की घोषणा।
• स्थानीय डॉक्टरों, पैरा मेडिकल स्टाफ, स्वयंसेवकों आदि को प्रशिक्षित करें। कोरोना टेस्ट किट हर  लैब और सामुदायिक स्वस्थ्य केंद्र पर उपलब्ध कराए जहाँ टेस्ट स्क्रीनिंग होगी।
• टीकों, निदान और उपचार के लिए अनुसंधान में शामिल लोगों को वांछित सुविधाएँ दी जाएंगी।
•  सरकार 2 सप्ताह तक सभी निजी अस्पतालों को अपने कब्ज़े में ले लेगी। सरकार अपने सभी ख़र्चों को वहन करेगी और सभी कर्मचारी सरकार के निर्देशों के अनुसार काम करेंगे।
• सभी लैब और अस्पताल चौबीसों घंटे काम करें, कोरोना के लिये सभी अस्पतालों में विशेष 24 घंटे ओपीडी।
• COVID 19 मरीज़ों का इलाज मुफ्त में।
• चूंकि लोगों से घर से काम करने या घर पर रहने का आग्रह किया जाता है, इसलिए इंटरनेट मुफ्त होना चाहिए।
• चूंकि व्यवसाय, विशेष रूप से छोटे और मध्यम पर चोट हो रही है, और परिणामस्वरूप बेरोज़गारी बढ़ रही है, एक उचित गुजारा भत्ता, मुफ्त पानी, खाना पकाने की गैस और बिजली। मेहनतकशों के इलाकों और आवासों के पास मुफ्त भोजन या कमसे कम सब्सिडी वाले भोजन का प्रावधान।
• इस अवधि में, यदि कोई नियोक्ता वेतन काटता है यदि उसका कर्मचारी कार्यालय नहीं आता है, तो उपयुक्त दंडात्मक उपाय होंगे।
• आवश्यक वस्तुओं, दवाओं आदि की जमाखोरी पर अंकुश लगाने की दिशा में कदम
• प्रत्येक रोगी की ट्रैकिंग प्रणाली को तुरंत सार्वजनिक किया जाएगा। ताकि उसके संपर्क में लोग सावधान रहें।

और भी कई हो सकते हैं। यह एक कठिन समय है, और नौटंकी के बजाय कुछ ठोस कदमों की घोषणा की जानी चाहिए थी। सरकार की कुछ योजना को रेखांकित किया जाना चाहिए था। ऐसा लगता है कि बड़े व्यापारियों के अलावा कोई नहीं है जिसके लिए वित्त मंत्री के नेतृत्व में एक टास्क फोर्स का गठन किया गया है। 

Modi's Address to the Nations: some questions

After the Prime Minister's address on television and he floated an idea of janata curfew on Sunday and clapping in the evening, many people are saying that it is brilliant, we must support the PM for his efforts and call. I guess those matching his brilliance alone will call it brilliant. The PM has never come out of Social Media publicity mode and this suggestion is nothing more than that. For those whose sphere of activity for society is limited to social media, it may really sound great.

I guess people of  country expected much more. We expected some concrete steps, some announcement of the government of India’s plan and road map to combat COVID 19 threat and treatment. But what we got was empty rhetorics. Steps could have been announced to reduce panic created by the media.

Steps to make prevention cheaper and accessible could have been announced like

• Sanitizer can hardly be a liter in twenty rupees, private companies and retailers are robbing people. 
  
  
• Free masks, or very cheap masks available at public places like stations.
  
  
• More centres across the country to test and quarantine. At least steps towards  having one hospital per district for this.
  
  
• Train local doctors, para medical staff, volunteers etc.
  
  
• Make Corona test kit available at every reputed lab and CHC where test screening will take place.
  
  
• People involved in research for vaccines, diagnosis and treatment will be given desired facilities.
  
  
•  Government will take over all private hospitals for 2 weeks. The government will bear all its expenses and all the employees will work as per the instructions of the government.
  
  
• All labs and hospitals to work round the clock. Special 24 hours OPDs in hospitals.
  
  
• Treatment of COVID 19 patients to be free.
  
  
• As people are urged to work from home or stay at home, the internet should be free.
  
  
• Since business, particularly small and middle is getting hit, and consequently joblessness is increasing, a reasonable sustenance allowance, free water, cooking gas and electricity. Also provision of subsidised food, if not free, near working class areas and dwellings.
  
  
• In this period, if an employer deducts salary if his employee does not come to office, then there will be suitable punitive measures.
  
  
• Steps towards curbing hoarding of essential commodities, medicines etc.
• The tracking system of each patient will be made public immediately. So that people in his contact can be careful.

There can be many more. This is a hard time, and instead of gimmicks, some concrete steps should have been announced. Some plan of government should have been outlined. It seems there is none except for big businessmen for which a task force headed by the Finance minister is constituted.
